David Allard, Deputy Chief of Police
David Allard
Deputy Chief Allard joined the United States Air Force out of high school and was stationed at Langley Air Force Base as an F-15 Crew Chief. He completed three tours of duty to Saudi Arabia between 1997 and 1999 in support of Operation Southern Watch. After being honorably discharged he worked for one year as a Deputy Sheriff in Newport News, Virginia.
He returned home to southern West Virginia in 2002 when he was hired at the Beckley Police Department. He graduated as valedictorian of his academy training class, and early in his career excelled in highway safety enforcement, being named Highway Safety Officer of the Year three times along with numerous other awards. In 2005 he became the first Drug Recognition Expert in the State of West Virginia.
Allard was assigned to the department’s Detective Bureau in February 2005 and spent the next 17 years in investigations, progressing through the ranks to Lieutenant and the position of Chief of Detectives. He specialized in complex investigations, particularly robbery cases and traveling organized crime groups, and worked to modernize the investigative unit by implementing technological resources, databases, intelligence sharing, crime analysis, and private sector collaboration.
He attended the 267th session of the FBI National Academy from January 9 to March 17, 2017, and was appointed Deputy Chief of Police on April 13, 2022. He holds a bachelor’s degree in Organizational Leadership and Criminal Justice Administration from Mountain State University.
